Mr. Leach's extensive history in the energy industry spans 34 years total, all relating to the construction and use of fuel burning and central plant systems. Engineering services include project management for new construction and maintenance activities, process design, life cycle/economic studies, efficiency and process improvement evaluations, plant problem solving, detailed system design, equipment installation, start-up and optimization, and 0 & M Services. Equipment experience includes process boilers (both fire-tube and water-wall designs), power boilers, gas turbines, natural gas and Diesel engines in independent service or in cogeneration configurations, oil heaters, combined cycle power plants using both gas engines and gas turbines, refinery heaters of various types, kilns, dryers, chillers, cooling towers and other auxiliary equipment.
Typical projects have included project development and construction management for independent power plants and cogeneration plants, facility design review for expansion and troubleshooting projects, equipment selection, and preparation of purchase specifications, plant startup, operator training and maintenance program development, owners’ technical representative for pollution control strategy development to support regulatory actions, preparation of feasibility studies and/or engineering on cogeneration systems on a variety of manufacturing and commercial facilities, including universities, gypsum wallboard plants, hospitals, food processing and service facilities, oil refineries, large hotels, paper mills, meat packing facilities, a steel mill, detergent spray dryers, clay pipe and brick kilns, chemical plants, and industrial textile and laundry facilities.
Career experience with thermal/power equipment has included the development and design of 4 cogeneration plants with 7 gas turbines and 2 steam turbine- generators, plus the engineering design and installation of 16 power generators of various types for other customers and the design of 5 complete industrial steam plants. In addition, experience includes the management of operation and maintenance of a power plant for 7 years, performing the root cause analysis of 7 gas turbine failures, the management of the overhaul of 5 gas and steam turbines, the management of the dismantling and moving of two power plants for reconstruction at new locations, and provided technical advice for the permitting of a 560mW combined cycle power plant.
